תקציר:

חיבור זה הוא תזקיק של הספר "הדור הרביעי: שלטון מקומי חדש לישראל", אשר ראה אור לאחרונה. הספר, פרי מחקר מדיניות מקיף, בוחן את הסיבות לקריסת הדגם הנוכחי של השלטון המקומי בישראל ומציב מסד התייחסות חדש לאופציות ההתפתחות של השלטון המקומי בישראל. ההחלטה להכין גרסת תמצית נבעה מהרצון לאפשר, במתכונת פחות תובענית מבחינת ההיקף, נגישות נוחה יותר לתכנים העיקריים של הספר.

The present paper is a "light" version of the recently published book: The Fourth Generation: a plausible scenario for a new local government in Israel. The book, the outcome of a comprehensive policy study, examines the reasons for the collapse of the current local government model and explores the possible emergence of new modes of local governance in Israel. This version aims for an easier accessibility to main contents of the book, in a less demanding format in terms of scope.
